its pretty much like paying a flat fee to go in. you pay the flat fee (at most legit-russian restuarants its about $80), and with this fee comes included everything; all you can eat and drink.

The "new" Russian Tea Room in NYC, I'm not aware of any other restaurant in LA, but you may
want to hop a plane to NY, and scope out the Russian/Ukraine section of Brooklyn, many, many
restaurants of that culture, over there.
